Chesterfield County has two enterprise zones and three sub-zones. These "zones" are distinct geographical areas of a county, city or town, designated by the Governor of Virginia, with the specific goal of encouraging business location and expansion in these selected areas of the State.  As such, Enterprise Zones and Sub-zones provide an attractive State and Local incentive package to businesses choosing to locate in these areas, as long as the company meets the following objectives:  Increase private investment and job creation, encourage manufacturing and commercial uses, promote rehabilitation of the area's existing older commercial and industrial structures and promote the area's revitalization through increased economic activity.

The Jefferson Davis Corridor Enterprise Zone, which was effective January 1, 1994, is comprised of 3,840 acres along Route 1/301. The zone begins at the City of Richmond and extends south to Route 10. This zone has one sub-zone known as Hull Street Rd.  The zone is comprised of approximately 48 acres located along Hull Street Road,  beginning at Chippenham Parkway west and ending at 360 West Shopping Center (Turner Rd).

The Walthall Enterprise Zone was announced by the Governor in 1995 and was effective January 1, 1996. This zone is comprised of 3,670 acres and encompasses a large portion of vacant, industrial zoned land. The zone begins at Route 10 and continues south along I-95 and U.S. Route 1/301 to the City of Colonial Heights. This zone has two sub-zones.  Sub-zone #1 consists of 58 acres to include the Meadowbrook and Meadowdale Shopping Centers at Hopkins Rd and Chippenham Pkwy; Subzone #2 - consisting of 182 acres along eastern Midlothian Turnpike, from Chippenham Parkway west to Providence Rd.
